00HOUSE JOINT RESOLUTION NO. 9 (fld H) 01 Proposing an amendment to the Constitution of the State of Alaska prohibiting 02 the imposition of state personal income taxation, state ad valorem taxation on real 03 property, or state retail sales taxation without the approval of the voters of the 04 state. 05 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. Article IX, sec. 1, Constitution of the State of Alaska, is amended to read: 07  SECTION 1. TAXING POWER. The power of taxation shall never be 08 surrendered. This power shall not be suspended or contracted away, except as provided 09 in this article. A law establishing a state tax on personal income, a state ad 10 valorem tax on real property, or a state retail sales tax shall not take effect until 11 approved by the voters of the state by a majority of the votes cast on the 12 proposed law. 13 * Sec. 2. The amendment proposed by this resolution shall be placed before the voters of 14 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the
