00HOUSE CONCURRENT RESOLUTION NO. 32 am S 01 Establishing the Joint Task Force on Military Bases in Alaska. 02 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 WHEREAS the Department of Defense has stated that reducing military infrastructure 04 through base realignments and closures is a top priority, and the 1995 round of base 05 realignments and closures is the last round authorized under the National Defense 06 Authorization Acts for Fiscal Years 1991, 1992, 1993, and 1994 (P.L. 101 - 510, P.L. 102 - 07 190, and P.L. 103 - 160); and 08 WHEREAS all military bases in Alaska are scheduled for review and evaluation in 09 1994 for potential placement on the 1995 closure list; and 10 WHEREAS Alaska's military bases represent a strategic asset to this nation because 11 of their unique location; and 12 WHEREAS the total economic value the military adds to the state exceeds 13 $2,700,000,000 annually; and 14 WHEREAS the closure of one or more military bases in the state would have serious

01 economic and socioeconomic effects on the communities where they are located; 02 BE IT RESOLVED by the Alaska State Legislature that the Joint Task Force on 03 Military Bases in Alaska is established to facilitate the retention of the military bases in the 04 state by working with the Base Realignment and Closure Commission (BRAC), the 05 Department of Defense, the Department of the Army, the Department of the Air Force, the 06 Department of the Navy, the United States Coast Guard, the state's congressional delegation, 07 and the communities and other persons affected by realignments and closures of military bases 08 in the state; and be it 09 FURTHER RESOLVED that the task force shall consist of six members as follows: 10 (1) three members of the Senate appointed by the President of the Senate of 11 the Eighteenth and Nineteenth Alaska State Legislatures; and 12 (2) three members of the House of Representatives appointed by the Speaker 13 of the House of the Eighteenth and Nineteenth Alaska State Legislatures; and be it 14 FURTHER RESOLVED that the task force is authorized to meet between, after, and 15 during the sessions of the Eighteenth and Nineteenth Alaska State Legislatures, and may hold 16 public hearings as necessary; and be it 17 FURTHER RESOLVED that the task force shall prepare and submit to the legislature 18 before the convening of the First Session of the Nineteenth Alaska State Legislature a report 19 of its activities; and be it 20 FURTHER RESOLVED that the Joint Task Force on Military Bases in Alaska is 21 terminated on the date the BRAC 95 Commission presents its recommendations to the 22 President of the United States, on July 1, 1995.
