00HOUSE CONCURRENT RESOLUTION NO. 8 01 Proposing amendments to the Uniform Rules of the Alaska State Legislature 02 relating to notice of committee meetings and action by committees; and providing 03 for an effective date. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. Rule 23(a), Uniform Rules of the Alaska State Legislature, is amended to 06 read: 07  (a) Written notice of the time, place and subject matter of all meetings of 08 standing, special, and joint committees during a week, beginning on Monday and 09 ending on Sunday, shall be provided by the person who chairs the committee to the 10 chief clerk or secretary by 4:00 p.m. on the preceding Wednesday. After a measure 11 is first heard by a committee, the requirements of this subsection do not apply to 12 subsequent hearings on that measure by the same committee if, during each 13 meeting after hearing the measure, the person who chairs the committee 14 announces the date and time of the next meeting during which the same measure

01 will again be heard [THURSDAY. THE PERSON WHO CHAIRS THE 02 COMMITTEE TO WHICH A BILL OR RESOLUTION IS FIRST REFERRED 03 SHALL PROVIDE TO THE CHIEF CLERK OR SECRETARY WRITTEN NOTICE 04 OF THE TIME AND PLACE OF THE FIRST PUBLIC HEARING ON THE BILL 05 OR RESOLUTION AT LEAST FIVE DAYS BEFORE THE HEARING. HOWEVER, 06 THIS REQUIREMENT MAY BE WAIVED BY MOTION OF THE PERSON WHO 07 CHAIRS THE COMMITTEE TO WHICH A BILL OR RESOLUTION IS FIRST 08 REFERRED IF CONCURRED IN BY MAJORITY VOTE OF THE FULL 09 MEMBERSHIP OF THE HOUSE]. The chief clerk or secretary shall publish and 10 distribute copies of the weekly schedule of committee meetings by 8:00 a.m. 11 Thursday [AND OF THE FIVE-DAY NOTICE OF HEARING]. 12 * Sec. 2. Rule 24(a), Uniform Rules of the Alaska State Legislature, is amended to read: 13  (a) A committee acts on all measures [BILLS] referred to it and reports its 14 actions and recommendations to the house as soon as practicable. A measure may 15 be reported from committee only if approved by vote of at least a majority of the 16 members of the committee. A member may vote by teleconference to report a 17 measure from committee. Committee reports must be in writing and every member, 18 even a member who did not attend the meeting during which the vote was held 19 to report the measure out, may be given an opportunity to sign the report [THE 20 REPORT MUST BE SIGNED BY A MAJORITY OF THE MEMBERS OF THE 21 COMMITTEE]. The report will note the recommendation of each member signing the 22 report. 23 * Sec. 3. Rule 37(a), Uniform Rules of the Alaska State Legislature, is amended to read: 24  (a) Any member, group of members, standing, special, or joint committee may 25 introduce a measure [BILL], subject to the provisions of these Uniform Rules. A 26 committee may introduce a measure only if approved by vote of at least a 27 majority of the members of the committee. A measure [BILL] must be introduced, 28 in proper form as approved by the enrolling secretary of the legislature, with the 29 original and two carbon copies delivered to the chief clerk or secretary. The measure 30 [BILL] is then assigned a number which it retains through subsequent changes and 31 substitutions. The measure [BILL] is considered formally introduced when the clerk

01 or secretary reads the heading and title aloud in open session (first reading). Bills may 02 be introduced through the Rules Committees by the governor and the permanent 03 interim committees pursuant to provisions of law. 04 * Sec. 4. The amendments proposed by this resolution take effect on the convening of the 05 Second Session of the Eighteenth Alaska State Legislature.
