00HOUSE BILL NO. 543 01 "An Act relating to unvented gas space heaters in residential buildings." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 18.56.300(e) is amended to read: 04  (e) In this section, 05  (1) "construction codes" means, with reference to a municipality, the 06 building, mechanical, plumbing, and electrical codes, or any of them that have been 07 adopted and are enforced by the municipality; 08  (2) "state building code" means 09  (A) for building standards, the standards set out in the version 10 of the Uniform Building Code adopted by the Department of Public Safety 11 under AS 18.70.080, including the provisions of that code applicable to 12 buildings used for residential purposes containing fewer than four dwelling 13 units, notwithstanding the exclusion of those buildings from the Department of 14 Public Safety's jurisdiction made by AS 18.70.080(a)(2);

01  (B) for mechanical standards, the standards set out in the 02 version of the Uniform Mechanical Code adopted by the Department of Public 03 Safety under AS 18.70.080, including the provisions of that code applicable to 04 buildings used for residential purposes containing fewer than four dwelling 05 units, notwithstanding the exclusion of those buildings from the Department of 06 Public Safety's jurisdiction made by AS 18.70.080(a)(2); 07  (C) for plumbing standards, the publications identified as the 08 minimum plumbing code under AS 18.60.705, except as provided in 09 AS 18.60.705(c); and 10  (D) for electrical standards, the minimum electrical standards 11 prescribed by AS 18.60.580. 12 * Sec. 2. AS 18.60.705 is amended by adding a new subsection to read: 13  (c) Notwithstanding (a) of this section, unvented gas space heaters are allowed 14 in residential buildings to the extent allowed by the 1992 edition of the National Fuel 15 Gas Code, ANSI Z223.1 NFPA 54. 16 * Sec. 3. AS 18.60.740 is amended to read: 17  Sec. 18.60.740. DEFINITIONS. In AS 18.60.705 - 18.60.740, 18  (1) "code" means the code adopted under AS 18.60.705(a) as amended 19 by AS 18.60.705(b) and (c) [AS 18.60.705(b)]; 20  (2) "commissioner" means the commissioner of labor; 21  (3) "department" means the Department of Labor; 22  (4) "inspector" means a qualified inspector employed by, designated by, 23 or under contract to the Department of Labor. 24 * Sec. 4. AS 18.62.070 is amended to read: 25  Sec. 18.62.070. PERSONS REQUIRED TO OBTAIN CERTIFICATE. A 26 person engaged in one of the following trades shall first obtain from the department 27 the appropriate certificate of fitness in that trade: 28  (1) electrical wiring subject to the standards established in 29 AS 18.60.580; and 30  (2) plumbing subject to the uniform plumbing code; in this paragraph, 31 "uniform plumbing code" means the publications identified as the minimum plumbing

01 code for the state under AS 18.60.705, except as provided in AS 18.60.705(c).
