01 "An Act relating to mandated municipal activities or services."                                                         
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
03    * Section 1.  AS 01.10 is amended by adding a new section to read:                                                   
04  Sec. 01.10.035.  MANDATED MUNICIPAL SERVICES.  (a)  A law enacted                                                     
05 after the effective date of this section that requires a municipality to perform a new                                  
06 activity or service or increase the level of any activity or service is not effective unless                            
07 an appropriation is made and money is disbursed to the municipality to pay the costs                                    
08 of implementing the law.                                                                                                
09  (b)  This section does not apply to a state law enacted to comply with federal                                        
10 law or requirements for state participation in a federal program.
