00HOUSE BILL NO. 347 01 "An Act relating to long-term plans of certain state agencies." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 44.66 is amended by adding new sections to read: 04 ARTICLE 2. LONG-TERM AGENCY PLANS. 05  Sec. 44.66.100. LEGISLATIVE PLANNING BOARD. (a) There is 06 established the Legislative Planning Board consisting of the president of the senate, the 07 speaker of the house of representatives, the chair of the senate finance committee or 08 one of the co-chairs appointed by the president of the senate, and the chair of the 09 house finance committee or one of the co-chairs appointed by the speaker of the house. 10 The president of the senate and speaker of the house serve as co-chairs of the board 11 and either or both may schedule a meeting of the board. Three members constitute a 12 quorum, and action may be taken by majority vote of the members. 13  (b) The Legislative Planning Board may 14  (1) meet during and between legislative sessions;

01  (2) hold public hearings; 02  (3) adopt procedures for the conduct of its business; 03  (4) hire staff; and 04  (5) in coordination with the office of management and budget, 05 periodically review the effectiveness and efficiency of the policies, management, fiscal 06 affairs, and operations of the principal departments of the executive branch, the court 07 system, and the University of Alaska and report findings to the governor and the 08 lieutenant governor. 09  Sec. 44.66.110. LONG-TERM AGENCY PLANS. (a) Each principal 10 department of the executive branch, the court system, and the University of Alaska 11 shall develop a long-range plan for its operation and issue the plan by February 1 of 12 each odd-numbered year. The plan must cover a period of six years beginning on the 13 date it is issued. One copy of each plan shall be sent to the governor, the lieutenant 14 governor, the president of the senate, and the speaker of the house of representatives. 15 Two copies shall be sent to the state library and to the legislative reference library. 16 The plan must contain each of the following items or an explanation of why a 17 particular item does not apply: 18  (1) a statement of the goals of the agency and of the particular 19 programs the agency administers; 20  (2) an analysis of workload and of the results achieved by the agency 21 and by programs administered by the agency; 22  (3) an identification of the numbers and types of persons served by the 23 agency and a projection of expected changes in those numbers and types; 24  (4) an explanation of the ways in which agency resources are used to 25 meet current needs, a projection of expected changes in those needs, and an analysis 26 of the resources that may be necessary to meet future needs; 27  (5) an explanation of expected changes in the services provided by the 28 agency due to recent or anticipated changes in state or federal law; 29  (6) strategies for achieving the goals of the agency and improving 30 program functions; and 31  (7) other information necessary for the long-term planning of the

01 agency. 02  (b) The director of the office of management and budget shall develop forms 03 and instructions for the use of agencies in preparing the long-term plans. The court 04 system, the University of Alaska, and the governor shall work with the Legislative 05 Planning Board in developing the goals identified under (a)(1) of this section, and the 06 goals shall be approved by the board for use in the plans by October 1 of each even-numbered year. The court 07 system, the University of Alaska, and each of the principal 08 departments shall work with the Legislative Planning Board and the office of 09 management and budget to develop measures of workload and results for use under 10 (a)(2) of this section. 11  (c) By September 1 of each even-numbered year, the office of management 12 and budget shall provide to the court system, the University of Alaska, and each 13 principal department information about the state's economy and population together 14 with forecasted changes in the economy and population for use in preparing the long-term plans. The Legislative 15 Planning Board and the director of the office of 16 management and budget shall jointly decide what information to provide. 17  Sec. 44.66.120. COMPILATION OF THE STATE LONG-TERM PLAN. (a) 18 The Legislative Planning Board and the office of management and budget shall review 19 each long-term plan submitted under AS 44.66.110 and may request additional 20 information regarding a plan from the agency that prepared it. The board may hold 21 hearings on a plan and request testimony from the agency or from members of the 22 public. After reviewing each plan, the Legislative Planning Board and the director of 23 the office of management and budget shall jointly compile a single long-term plan for 24 the judicial and executive branches of state government. 25  (b) The compiled long-term plan shall be delivered to the governor, the 26 lieutenant governor, and each legislator by September 1 of each odd-numbered year. 27 The governor and the legislature shall consider the plan when developing the state 28 budget. The legislative auditor in conducting performance audits shall consider the 29 degree to which an agency conforms to the plan. 30 * Sec. 2. INITIAL LONG-TERM PLANS. Notwithstanding AS 44.66.110(b), as enacted 31 in sec. 1 of this Act, agency goals shall be approved by the Legislative Planning Board by

01 January 1, 1995, for use under AS 44.66.110(a)(1) in the initial long-term plans. 02 * Sec. 3. ELIMINATION OF DUPLICATION. The Legislative Planning Board and the 03 office of management and budget shall evaluate laws that require state agencies to compile 04 planning information and shall recommend legislation needed to eliminate duplication. The 05 recommendations shall be submitted to the legislature by December 31, 1997.
