00 HOUSE BILL NO. 148 am 01 "An Act relating to the Alaska Coordinate System of 2022." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03  * Section 1. AS 38.20.010 is amended to read: 04 Sec. 38.20.010. Adoption. The systems of rectangular plane coordinates 05 established by the National Geodetic Survey, National Ocean Service, National  06 Oceanic and Atmospheric Administration for defining and stating the positions or 07 locations of points on the surface of the earth in this state are adopted. The systems are 08 to be known as the "Alaska Coordinate System of 1927," [AND] the "Alaska 09 Coordinate System of 1983," and the "Alaska Coordinate System of 2022." 10  * Sec. 2. AS 38.20.020 is repealed and reenacted to read: 11 Sec. 38.20.020. Zones. The zone parameters of the Alaska Coordinate Systems 12 are the zone parameters defined by the National Geodetic Survey maintained by the 13 National Ocean Service of the National Oceanic and Atmospheric Administration, as 14 the National Geodetic Survey reads on the effective date of this Act. 15  * Sec. 3. AS 38.20.030 is amended to read: 01 Sec. 38.20.030. Designation of zones. In any land description in which a 02 coordinate system is used a zone of the coordinate system is designated the "Alaska 03 Coordinate System of 1927, Zone . . . . . . . . . . . . . . . . . . . .," [OR] the "Alaska 04 Coordinate System of 1983, Zone . . . . . . . . . . . . . . . . . . . .," or the "Alaska  05 Coordinate System of 2022, Zone . . . . . . . . . . . . . . . . . . . ." 06  * Sec. 4. AS 38.20.040 is amended to read: 07 Sec. 38.20.040. Use of coordinate system. The plane coordinates of a point on 08 the earth's surface, to be used in expressing the position or location of the point in the 09 appropriate zone of this system, consist of two distances, expressed in U.S. Survey 10 feet and decimals of a U.S. Survey foot when using the Alaska Coordinate System of 11 1927 and expressed in meters and decimals of a meter when using the Alaska 12 Coordinate System of 1983 and expressed in meters and decimals of a meter or  13 International feet and decimals of an International foot when using the Alaska  14 Coordinate System of 2022. One of these distances, known as the "x-coordinate," 15 gives the position in an east-and-west direction; the other known as the "y-coordinate" 16 gives the position in a north-and-south direction. These coordinates shall be made to 17 depend on [UPON] and conform to the coordinates of the National Spatial Reference  18 System [NORTH AMERICAN HORIZONTAL GEODETIC CONTROL 19 NETWORK] as determined by the National Geodetic Survey, National Ocean Service. 20  * Sec. 5. AS 38.20.060 is repealed and reenacted to read: 21 Sec. 38.20.060. Characteristics of zones. The characteristics of the zones of 22 the Alaska Coordinate Systems are the characteristics defined by the National 23 Geodetic Survey maintained by the National Oceanic and Atmospheric 24 Administration, as the National Geodetic Survey reads on the effective date of this 25 Act. 26  * Sec. 6. AS 38.20.090 is amended by adding a new subsection to read: 27 (c) The use of the term "Alaska Coordinate System of 2022" on a map, report 28 of survey, or other document is limited to coordinates based on the Alaska Coordinate 29 System of 2022, as defined by this chapter. 30  * Sec. 7. AS 38.20.100 is amended to read: 31 Sec. 38.20.100. Use of public land survey descriptions. When coordinates 01 based on the Alaska Coordinate System of 1927, [OR] the Alaska Coordinate System 02 of 1983, or the Alaska Coordinate System of 2022 are used to describe a tract of 03 land, which in the same document is also described by reference to a subdivision, line, 04 or corner of the United States public land surveys, the description by coordinates shall 05 be construed as supplemental to the basic description of the subdivision, line, or corner 06 contained in the official plats and field notes recorded, and, in the event of a conflict, 07 the description by reference to the subdivision, line, or corner of the United States 08 public land surveys prevails over the description by coordinates. 09  * Sec. 8. AS 38.20.110 is amended to read: 10 Sec. 38.20.110. Use of system not required. Nothing in this chapter requires a 11 purchaser or mortgagee to rely on a description, any part of which depends exclusively 12 on [UPON] the Alaska Coordinate System of 1927, [OR] the Alaska Coordinate 13 System of 1983, or Alaska Coordinate System of 2022.
