00 HOUSE BILL NO. 107 01 "An Act providing for free hunting and sport fishing licenses for veterans and active 02 duty members of the military service and United States Coast Guard who reside in the 03 state; and providing for an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05  * Section 1. AS 16.05.340(a)(17) is amended to read: 06 (17) Waterfowl conservation tag .................... 10 07 (A) A person may not engage in waterfowl hunting without 08 having the current year's waterfowl tag in the person's actual possession, unless 09 that person 10 (i) qualifies for a $5 license fee under (6) of this 11 subsection; 12 (ii) is a resident under 18 years of age; 13 (iii) is 60 years of age or older and is a resident; 14 (iv) is a disabled veteran eligible for a free license under 01 AS 16.05.341(1) or (2) [AS 16.05.341]. 02 (B) The Board of Game shall by regulation exempt the 03 requirement of a waterfowl conservation tag for waterfowl hunting in areas of 04 the state not likely to benefit from programs described in AS 16.05.130(b)(2) - 05 (4). 06  * Sec. 2. AS 16.05.340(a)(23) is amended to read: 07 (23) Resident anadromous king salmon tag ............. 10 08 A resident may not engage in sport fishing for anadromous king salmon without 09 having the current year's anadromous king salmon tag in the resident's actual possession, 10 unless that person 11 (A) qualifies for a 50 cent license fee under (1) of this 12 subsection; 13 (B) is under 18 years of age; 14 (C) is 60 years of age or older and has been a resident of the 15 state for at least one year; 16 (D) is a disabled veteran eligible for a free license under 17 AS 16.05.341(1) or (2) [AS 16.05.341]; or 18 (E) qualifies for a $5 license fee under (6) of this subsection. 19  * Sec. 3. AS 16.05.341 is amended to read: 20 Sec. 16.05.341. Free license for certain [DISABLED] veterans, [AND]  21 active members of the Alaska National Guard and military reserves, and active  22 duty members of the military service and United States Coast Guard. A person 23 who qualifies as a resident under AS 16.05.415 may receive a resident hunting and 24 sport fishing license under AS 16.05.340(a)(5) without charge if the person 25 (1) has been discharged from military service under honorable 26 conditions, is eligible for a loan under AS 18.56.101, and is certified by the United 27 States Department of Veterans Affairs as having incurred a 50 percent or greater 28 disability during military service; 29 (2) served in the Alaska Territorial Guard, is eligible for a loan under 30 AS 18.56.101, and incurred a 50 percent or greater disability while serving in the 31 Alaska Territorial Guard; [OR] 01 (3) is an active member of the 02 (A) Alaska National Guard; 03 (B) United States Army reserves; 04 (C) United States Air Force reserves; 05 (D) United States Navy reserves; 06 (E) United States Marine Corps reserves; or 07 (F) United States Coast Guard reserves;  08 (4) has been discharged from military service or the United States  09 Coast Guard under honorable conditions but does not meet the requirements of  10 (1) of this section; or  11 (5) is an active duty member of the military service or the United  12 States Coast Guard. 13  * Sec. 4. This Act takes effect January 1, 2022.
