DEPARTMENT OF COMMERCE, COMMUNITY, AND ECONOMIC 02 DEVELOPMENT. (a) The amount of the fees collected under AS 28.10.421(d) during the 03 fiscal years ending June 30, 2017, June 30, 2018, June 30, 2019, June 30, 2020, for the 04 issuance of special request Blood Bank of Alaska plates, less the cost of issuing the license 05 plates, estimated to be $2,265, is appropriated from the general fund to the Department of 06 Commerce, Community, and Economic Development for payment as a grant under 07 AS 37.05.316 to the Blood Bank of Alaska for support of their mission for the fiscal year 08 ending June 30, 2021. 09  * Sec. 8. FEDERAL AND OTHER PROGRAM RECEIPTS. Federal receipts, designated 10 program receipts under AS 37.05.146(b)(3), information services fund program receipts under 11 AS 44.21.045(b), Exxon Valdez oil spill trust receipts under AS 37.05.146(b)(4), receipts of 12 the Alaska Housing Finance Corporation, receipts of the Alaska marine highway system fund 13 under AS 19.65.060(a), receipts of the vaccine assessment account (AS 18.09.230), receipts 14 of the University of Alaska under AS 37.05.146(b)(2), receipts of the highways equipment 15 working capital fund under AS 44.68.210, and receipts of commercial fisheries test fishing 16 operations under AS 37.05.146(c)(20) that are received during the fiscal year ending June 30, 17 2021, and that exceed the amounts appropriated by this Act are appropriated conditioned on 18 compliance with the program review provisions of AS 37.07.080(h). 19  * Sec. 9. INSURANCE CLAIMS. The amounts to be received in settlement of insurance 20 claims for losses and the amounts to be received as recovery for losses are appropriated from 21 the general fund to the 22 (1) state insurance catastrophe reserve account (AS 37.05.289(a)); or 23 (2) appropriate state agency to mitigate the loss. 24  * Sec. 10. NATIONAL PETROLEUM RESERVE - ALASKA IMPACT GRANT 25 PROGRAM. The amount received by the National Petroleum Reserve - Alaska special 26 revenue fund (AS 37.05.530(a)) under 42 U.S.C. 6506a(l) or former 42 U.S.C. 6508 by 27 August 31, 2020, estimated to be $13,100,000, is appropriated from that fund to the 28 Department of Commerce, Community, and Economic Development for capital project grants 29 under the National Petroleum Reserve - Alaska impact grant program. 30  * Sec. 11. (a) The 31 unexpended and unobligated general fund balances, estimated to be a total of $10,858,331, of 01 the following appropriations are reappropriated to the Department of Transportation and 02 Public Facilities, federal-aid highway match: 03 (1) sec. 1, ch. 82, SLA 2006, page 87, line 25, and allocated on page 88, lines 04 13 – 14 (Department of Transportation and Public Facilities, statewide federal programs, 05 federal-aid highway state match - $63,910,630), estimated to be $2,498,805; 06 (2) sec. 7, ch. 43, SLA 2010, page 33, lines 4 - 7, as amended by sec. 4, ch. 1, 07 TSSLA 2017 (Department of Public Safety, public safety academy driver training facility, 08 land acquisition and construction), estimated to be $1,058,962; and 09 (3) sec. 7(b)(2), ch. 5, SLA 2012, (Department of Commerce, Community, 10 and Economic Development, upgrade and extension of the Anchorage to Fairbanks power 11 transmission line intertie to a southern terminus in the Point MacKenzie area), estimated to be 12 $7,300,564. 13 (b) If the amount appropriated in sec. 1 of this Act and (a) of this section for federal- 14 aid highway match is less than $65,000,000, the amount necessary to appropriate $65,000,000 15 to federal-aid highway match, estimated to be $0, is appropriated from the general fund to the 16 Department of Transportation and Public Facilities for federal-aid highway match. 17 (c) The sum of $1,946,600 is appropriated from the Alaska capstone avionics 18 revolving loan fund (AS 44.33.655) to the Department of Transportation and Public Facilities 19 for federal-aid aviation match. 20  * Sec. 12. LAPSE. (a) The appropriations made in secs. 1, 4, 7, 9(2), 10, and 11 of this Act 21 are for capital projects and lapse under AS 37.25.020. 22 (b) The appropriation made in sec. 9(1) of this Act is for the capitalization of a fund 23 and does not lapse. 24 (c) A grant awarded in this Act to a named recipient under AS 37.05.316 is for a 25 capital project and lapses under AS 37.05.316 unless designated for a specific fiscal year. 26  * Sec. 13. Sections 4 and 11 of this Act take effect June 30, 2020. 27  * Sec. 14. Except as provided in sec. 13 of this Act, this Act takes effect July 1, 2020.
