00 SENATE BILL NO. 108 01 "An Act relating to employer-sponsored job training; relating to qualifications for a 02 professional or occupational license; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04  * Section 1. AS 08.01 is amended by adding a new section to read: 05 Sec. 08.01.067. Employer-sponsored job training. (a) Notwithstanding any 06 other provision of this title, a board established under this title and the department, 07 with respect to an occupation that the department regulates under this title, shall issue 08 an occupational license to an applicant who has 09 (1) completed eighth grade; 10 (2) completed an employer-sponsored job training plan approved under 11 AS 23.15.580(m); 12 (3) passed a licensing examination required by a board or the 13 department for an applicant who has completed an employer-sponsored job training 14 plan; if the board or the department does not require a licensing examination for other 01 applicants in the specific occupation, the board or the department may not require an 02 examination for an applicant who has completed an employer-sponsored job training 03 plan; the board or the department shall establish a passing score for the licensing 04 examination that is not higher than the passing score otherwise required for the 05 specific occupation; and 06 (4) paid a fee required by the board or the department. 07 (b) A board or the department may adopt regulations to implement this 08 section. 09  * Sec. 2. AS 23.15.580 is amended by adding a new subsection to read: 10 (m) The board shall adopt standards for approval of an employer-sponsored 11 job training plan and revoke or suspend approval of an employer-sponsored job 12 training plan for failure to meet the standards. An employer-sponsored job training 13 plan may be completed under the supervision of a state-licensed practitioner or at a 14 state-licensed school. An employer-sponsored job training plan must 15 (1) satisfy the standards for an apprenticeship program under 29 16 U.S.C. 50 and regulations adopted under that statute, except that the board may 17 approve an employer-sponsored job training plan that provides for fewer hours of on- 18 the-job learning than required by 29 U.S.C. 50 and regulations adopted under that 19 statute; and 20 (2) satisfy other standards adopted by the board. 21  * Sec. 3. The uncodified law of the State of Alaska is amended by adding a new section to 22 read: 23 TRANSITION: REGULATIONS. The Department of Commerce, Community, and 24 Economic Development and the board that regulates an occupation may adopt regulations 25 necessary to implement the changes made by this Act. The regulations take effect under 26 AS 44.62 (Administrative Procedure Act), but not before the effective date of the relevant 27 provision of this Act implemented by the regulation. 28  * Sec. 4. This Act takes effect January 1, 2020.
