00                    HOUSE CONCURRENT RESOLUTION NO. 3                                                                    
01 Suspending Rules 20, 21(c), 23(a), and 24(a), Uniform Rules of the Alaska State                                         
02 Legislature, relating to measures in possession of standing committees and special                                      
03 committees of the house of representatives, for the purpose of restricting committee                                    
04 meetings of the house of representatives to measures that substantially relate to and                                   
05 have as their primary purpose appropriating, raising, or allocating state revenue, until                                
06 the house of representatives passes a state operating budget to the senate.                                             
07 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
08       That under Rule 54, Uniform Rules of the Alaska State Legislature, the provisions of                              
09            (1)  Rule 23(a), Uniform Rules of the Alaska State Legislature, regarding both                               
10 the preceding Thursday notice requirement and the five-day notice requirement for a person                              
11 who chairs a standing or special committee of the house of representatives, is suspended until                          
12 the house of representatives passes a state operating budget to the senate; the person who                              
13 chairs a standing or special committee of the house of representatives shall post written notice                        
14 of the time, place, and subject matter of meetings at least 24 hours before the meeting; and                            
01 (2)  Rules 20, 21(c), and 24(a), Uniform Rules of the Alaska State Legislature,                                         
02 regarding committee meetings, are suspended, and the speaker of the house of representatives                            
03 may direct a person who chairs a standing committee or special committee of the house of                                
04 representatives to limit committee meetings to consider only legislative measures that                                  
05 substantially relate to and have as their primary purpose appropriating, raising, or allocating                         
06 state revenue, until the house of representatives passes a state operating budget to the senate.
