00 HOUSE BILL NO. 194 01 "An Act relating to consolidation of school districts; and providing for an effective 02 date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04  * Section 1. AS 14.12.010 is amended by adding a new subsection to read: 05 (b) When school districts consolidate under AS 14.12.027, the consolidated 06 school district is a city school district, borough school district, or regional educational 07 attendance area under (a) of this section as provided in AS 14.12.027(d). 08  * Sec. 2. AS 14.12 is amended by adding a new section to article 1 to read: 09 Sec. 14.12.027. Consolidation of school districts. (a) Notwithstanding any 10 other provision of law, the department shall consolidate school districts in the state 11 from 54 school districts in the state to 18 school districts in the state. Consolidation of 12 school districts in regional educational attendance areas must be based on common 13 geographic or cultural needs, as determined by the department. 14 (b) A term of a member of a school board of a school district that is 01 consolidated under (a) of this section terminates when a new school board is 02 established. 03 (c) A contract, right, liability, obligation, record, equipment, or other property 04 of a school district consolidated under this section shall be transferred to the 05 consolidated school district. 06 (d) If a regional educational attendance area and a city school district 07 consolidate, the resulting school district is a city school district. If a regional 08 educational attendance area and a borough school district consolidate, the resulting 09 school district is a borough school district. If a city school district and a borough 10 school district consolidate, the resulting school district has the same designation as the 11 school district with the higher ADM, as reported under AS 14.17.500. 12 (e) In this section, "school district" means a city or borough school district or a 13 regional educational attendance area. 14  * Sec. 3. This Act takes effect July 1, 2020.
