00 CS FOR HOUSE CONCURRENT RESOLUTION NO. 1(STA) am(fld H) 01 Proposing an amendment to the Uniform Rules of the Alaska State Legislature relating 02 to voting and abstention from voting. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04  * Section 1. Rule 34(b), Uniform Rules of the Alaska State Legislature, is amended to read: 05 (b) Abstention and Voting. Except as provided in this subsection, every 06 [EVERY] member present in the house shall vote. A member may abstain from  07 voting if [UNLESS] the house, for special reasons, permits a member to abstain. A  08 member shall request to be excused from voting on a question in the house if the  09 member has a conflict of interest that is reasonably likely to influence the  10 member's vote on the question. All motions excusing a member from voting shall be 11 made before the house divides or before the call for the yeas and nays is commenced. 12 A member requesting to be excused from voting may not vote on the question of the  13 member's abstention; however, the member shall make a brief oral statement of the 14 reasons for the request, including, if applicable, specific provisions of AS 24.60 that  15 support the member's request to be excused. The [AND THE] question of the  16 member's abstention [GRANTING PERMISSION TO ABSTAIN] shall be taken 01 without further debate. A member may not explain a vote, may not discuss the 02 question while the yeas and nays are being called, and may not change a vote after the 03 roll call result has been announced. Upon division and count of the house of any 04 question, a member who is not within the chamber may not be counted. A member 05 may not be permitted to abstain except on the question of the member's abstention  06 or upon [THE UNANIMOUS] consent of three-fourths of the membership.
