DEPARTMENT OF COMMERCE, COMMUNITY, AND ECONOMIC 02 DEVELOPMENT. (a) Section 27(g), ch. 1, SSSLA 2017, is amended to read: 03 (g) The sum of $30,000,000 [$55,000,000] is appropriated from the Alaska 04 comprehensive health insurance fund (AS 21.55.430) to the Department of Commerce, 05 Community, and Economic Development, division of insurance, for the calendar year 06 2017 reinsurance program under AS 21.55 for the fiscal years ending June 30, 2017, 07 and June 30, 2018. 08 (b) The sum of $8,125,000 is appropriated from statutory designated program receipts 09 from Volkswagen settlement funds to the Department of Commerce, Community, and 10 Economic Development, Alaska Energy Authority, for funding eligible mitigation actions. 11  * Sec. 5. DEPARTMENT OF EDUCATION AND EARLY DEVELOPMENT. Section 20, 12 ch. 2, 4SSLA 2016, is amended to read: 13 Sec. 20. DEPARTMENT OF EDUCATION AND EARLY DEVELOPMENT. 14 The sum of $300,000 is appropriated from the general fund to the Department of 15 Education and Early Development, education support services, executive 16 administration, for multi-year funding for [DEDICATED TO] a temporary position or 17 contract personnel and other expenses relating to P.L. 114-95 (Every Student Succeeds 18 Act) for the fiscal years ending June 30, 2017, [AND] June 30, 2018, and June 30,  19 2019. 20  * Sec. 6. DEPARTMENT OF LAW. (a) The sum of $322,000 is appropriated from the 21 general fund to the Department of Law, civil division, deputy attorney general's office, for the 22 purpose of paying judgments and settlements against the state for the fiscal year ending 23 June 30, 2018. 24 (b) The amount necessary, after application of the amount appropriated in (a) of this 25 section, to pay judgments awarded against the state on or before June 30, 2018, is 26 appropriated from the general fund to the Department of Law, civil division, deputy attorney 27 general's office, for the purpose of paying judgments against the state for the fiscal year 28 ending June 30, 2018. 29  * Sec. 7. FUND CAPITALIZATION. (a) The sum of $4,000,000 is appropriated from the 30 general fund to the disaster relief fund (AS 26.23.300(a)). 31 (b) The sum of $30,000,000 is appropriated from the Alaska comprehensive health 01 insurance fund (AS 21.55.430) to the community assistance fund (AS 29.60.850). 02  * Sec. 8. FUND TRANSFERS. (a) An amount equal to 50 percent of punitive damages 03 deposited into the general fund under AS 09.17.020(j) for the fiscal years ending June 30, 04 2013, June 30, 2014, June 30, 2015, and June 30, 2016, estimated to be $10,354, is 05 appropriated from the general fund to the civil legal services fund (AS 37.05.590) for the 06 purpose of making appropriations from the fund to organizations that provide civil legal 07 services to low-income individuals. 08 (b) The sum of $23,918,200 is appropriated from the general fund to the Alaska 09 marine highway system fund (AS 19.65.060). 10  * Sec. 9. SALARY AND BENEFIT ADJUSTMENTS. (a) Section 10(b), ch. 1, FSSLA 11 2017, is amended to read: 12 (b) The appropriations made to the University of Alaska in sec. 1 of this Act 13 include amounts for salary and benefit adjustments for the fiscal year ending June 30, 14 2018, for university employees who are not members of a collective bargaining unit 15 and to implement the terms for the fiscal year ending June 30, 2018, of the following 16 collective bargaining agreements: 17 (1) University of Alaska Federation of Teachers (UAFT); 18 (2) Alaska Higher Education Crafts and Trades Employees, Local 19 6070; 20 (3) Fairbanks Firefighters Union, IAFF Local 1324; 21 (4) United Academic - Adjuncts - American Association of University 22 Professors, American Federation of Teachers;  23 (5) United Academics - American Association of University  24 Professors, American Federation of Teachers. 25 (b) Section 10(c), ch. 1, FSSLA 2017, is amended to read: 26 (c) If a collective bargaining agreement listed in (a) of this section is not 27 ratified by the membership of the respective collective bargaining unit, the 28 appropriations made in this Act applicable to the collective bargaining unit's 29 agreement are adjusted [REDUCED] proportionately by the amount for that 30 collective bargaining agreement, and the corresponding funding source amounts are 31 adjusted [REDUCED] accordingly. 01 (c) Section 10(d), ch. 1, FSSLA 2017, is amended to read: 02 (d) If a collective bargaining agreement listed in (b) of this section is not 03 ratified by the membership of the respective collective bargaining unit and approved 04 by the Board of Regents of the University of Alaska, the appropriations made in this 05 Act applicable to the collective bargaining unit's agreement are adjusted [REDUCED] 06 proportionately by the amount for that collective bargaining agreement, and the 07 corresponding funding source amounts are adjusted [REDUCED] accordingly. 08 (d) Section 42(b), ch. 1, SSSLA 2017, is amended to read: 09 (b) The operating budget appropriations made to the University of Alaska in 10 sec. 1 of this Act include amounts for salary and benefit adjustments for the fiscal year 11 ending June 30, 2018, for university employees who are not members of a collective 12 bargaining unit and to implement the terms for the fiscal year ending June 30, 2018, of 13 the following collective bargaining agreements: 14 (1) University of Alaska Federation of Teachers (UAFT); 15 (2) Alaska Higher Education Crafts and Trades Employees, Local 16 6070; 17 (3) Fairbanks Firefighters Union, IAFF Local 1324; 18 (4) United Academic - Adjuncts - American Association of University 19 Professors, American Federation of Teachers;  20 (5) United Academics - American Association of University  21 Professors, American Federation of Teachers. 22 (e) Section 42(c), ch. 1, SSSLA 2017, is amended to read: 23 (c) If a collective bargaining agreement listed in (a) of this section is not 24 ratified by the membership of the respective collective bargaining unit, the 25 appropriations made in this Act applicable to the collective bargaining unit's 26 agreement are adjusted [REDUCED] proportionately by the amount for that 27 collective bargaining agreement, and the corresponding funding source amounts are 28 adjusted [REDUCED] accordingly. 29 (f) Section 42(d), ch. 1, SSSLA 2017, is amended to read: 30 (d) If a collective bargaining agreement listed in (b) of this section is not 31 ratified by the membership of the respective collective bargaining unit and approved 01 by the Board of Regents of the University of Alaska, the appropriations made in this 02 Act applicable to the collective bargaining unit's agreement are adjusted [REDUCED] 03 proportionately by the amount for that collective bargaining agreement, and the 04 corresponding funding source amounts are adjusted [REDUCED] accordingly. 05  * Sec. 10. RATIFICATIONS OF CERTAIN EXPENDITURES. The following 06 departmental expenditures made in fiscal years 2010, 2011, 2013, and 2016 are ratified to 07 reverse the negative account balances in the Alaska state accounting system in the amount 08 listed for the AR number. LAPSE OF APPROPRIATIONS. (a) The appropriations made in secs. 7 and 8 of 26 this Act are for the capitalization of funds and do not lapse. 27 (b) The appropriation made in sec. 4(b) of this Act is for a capital project and lapses 28 under AS 37.25.020. 29  * Sec. 12. This Act takes effect April 16, 2018.
