00                       SENATE JOINT RESOLUTION NO. 2                                                                     
01 Proposing an amendment to the Constitution of the State of Alaska relating to                                           
02 contracting state debt for postsecondary student loans.                                                                 
03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04    * Section 1. Article IX, sec. 8, Constitution of the State of Alaska, is amended to read:                          
05            Section 8. State Debt. No state debt shall be contracted unless authorized by                              
06       law for capital improvements, unless authorized by law for postsecondary student                              
07       loans, or unless authorized by law for housing loans for veterans and ratified by a                           
08       majority of the qualified voters of the State who vote on the question. The State may,                            
09       as provided by law and without ratification, contract debt for the purpose of repelling                           
10       invasion, suppressing insurrection, defending the State in war, meeting natural                                   
11       disasters, or redeeming indebtedness outstanding at the time this constitution becomes                            
12       effective.                                                                                                        
13    * Sec. 2. The amendment proposed by this resolution shall be placed before the voters of the                       
14 state at the next general election in conformity with art. XIII, sec. 1, Constitution of the State                      
15 of Alaska, and the election laws of the state.
