00 HOUSE BILL NO. 21 01 "An Act relating to the membership of the Statewide Suicide Prevention Council." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03  * Section 1. AS 44.29.300(a) is amended to read: 04 (a) There is established in the Department of Health and Social Services the 05 Statewide Suicide Prevention Council, consisting of 17 [16] members, as follows: 06 (1) two members of the senate, appointed by the president of the 07 senate, one of whom shall be a member of the majority and one of whom shall be a 08 member of the minority; 09 (2) two members of the house of representatives, appointed by the 10 speaker of the house of representatives, one of whom shall be a member of the 11 majority and one of whom shall be a member of the minority; 12 (3) 13 [12] members appointed by the governor, as follows: 13 (A) two persons who are employed in the executive branch of 14 state government, one of whom shall represent the Department of Health and 15 Social Services and one of whom shall represent the Department of Education 01 and Early Development; 02 (B) one member of the Advisory Board on Alcoholism and 03 Drug Abuse; 04 (C) one member of the Alaska Mental Health Board; 05 (D) one person recommended by the Alaska Federation of 06 Natives, Inc.; 07 (E) one person who is an employee of a secondary school; 08 (F) one person who is active in a youth organization; 09 (G) one person who has experienced the death by suicide of a 10 member of the person's family; 11 (H) one person who resides in a rural community in the state 12 that is not connected by road or the Alaska marine highway to the main road 13 system of the state; 14 (I) one person who is a member of the clergy; 15 (J) one person who, when appointed, is at least 16 years of  16 age but not more than 20 years of age; [IS ENROLLED IN GRADE NINE, 17 10, 11, OR 12 OF A SECONDARY SCHOOL IN THE STATE; AND] 18 (K) one person who is discharged from, retired from, or  19 engaged in active duty military service in the armed forces of the United  20 States or who is a mental health provider, social worker, or other person  21 actively providing a health care service to discharged, retired, or active  22 military personnel; and  23 (L) one public member. 24  * Sec. 2. AS 44.29.310(a) is amended to read: 25 (a) The governor shall appoint the members of the council under 26 AS 44.29.300(a)(3)(D) - (L) [(J)] for staggered terms of four years. 27  * Sec. 3. AS 44.29.310(b) is amended to read: 28 (b) The governor shall fill a vacancy of a member on the council appointed 29 under AS 44.29.300(a)(3)(D) - (L) [(J)] by appointment for the unexpired part of the 30 vacated term.
