01 "An Act making appropriations for energy assistance and weatherization; and                                             
02 providing for an effective date."                                                                                       
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. DEPARTMENT OF REVENUE. The sum of $150,770,000 is appropriated                                        
05 from the general fund to the dividend fund (AS 43.23.045) for the fiscal year ending June 30,                           
06 2006, for payment by the Department of Revenue of an energy dividend to residents eligible                              
07 for the 2005 permanent fund dividend.                                                                                   
08    * Sec. 2.  DEPARTMENT OF COMMERCE, COMMUNITY, AND ECONOMIC                                                         
09 DEVELOPMENT. The sum of $5,700,000 is appropriated from the general fund to the power                                   
10 cost equalization and rural electric capitalization fund (AS 42.45.100) for the fiscal year                             
11 ending June 30, 2006, for the power cost equalization program.                                                          
12    * Sec. 3.  DEPARTMENT OF REVENUE. The sum of $10,000,000 is appropriated from                                      
13 the general fund to the Department of Revenue, Alaska Housing Finance Corporation, for the                              
14 fiscal years ending June 30, 2006, 2007, 2008, 2009, 2010, and 2011, for the low income                                 
01 weatherization program.                                                                                                 
02    * Sec. 4. CONDITIONAL EFFECT. The appropriation made by sec. 1 of this Act takes                                   
03 effect only if a bill authorizing payment of an energy dividend to residents is passed by the                           
04 Twenty-Fourth Alaska State Legislature and becomes law.                                                                 
05    * Sec. 5. If sec. 1 of this Act takes effect, it takes effect immediately under AS 01.10.070(c).                   
06    * Sec. 6. Sections 2 - 4 of this Act take effect immediately under AS 01.10.070(c).
