01 "An Act relating to an application for a permanent fund dividend for a member of the                                    
02 armed forces of the United States serving on active duty outside of the state; and                                      
03 providing for an effective date."                                                                                       
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1.  AS 43.23.015(d) is amended to read:                                                                  
06            (d)  The application and certification of residency of an unemancipated                                      
07       individual under 18 years of age or of a disabled or an incompetent individual must be                            
08       signed by the individual's parent, legal guardian, or other authorized representative.                            
09       An individual may complete, sign, and file an application on behalf of a member                               
10       of the armed forces of the United States who is serving on active duty outside of                             
11       the United States if the individual has a power of attorney from the member of                                
12       the armed forces that authorizes, in specific or general terms, the individual to                             
13       file that application.                                                                                        
14    * Sec. 2.  This Act takes effect January 1, 2006.
