01 "An Act relating to sex tourism."                                                                                       
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
03    * Section 1.  AS 11.66 is amended by adding a new section to read:                                                 
04                     Article 4.  Sex Tours and Tourism.                                                                
05            Sec. 11.66.410.  Promoting sex tourism.  (a)  A person commits the crime of                                
06       promoting sex tourism if the person                                                                               
07                 (1)  sells, advertises, or otherwise offers to sell travel services or                                  
08       facilitates travel for the purpose of another person engaging in an act that would be                             
09       illegal under AS 11.66.100 - 11.66.150 if occurring in this state;                                                
10                 (2)  promotes travel for the purpose of another person engaging in acts                                 
11       that would be prostitution or promoting prostitution under AS 11.66.100 - 11.66.150 if                            
12       occurring in this state;                                                                                          
13                 (3)  sells, advertises, or otherwise offers to sell travel services or                                  
14       facilitates travel                                                                                                
15                      (A)  for the purpose of another person engaging in a commercial                                    
01            sexual act;                                                                                                  
02                      (B)  that consists of tourism packages or activities using or                                      
03            offering commercial sexual acts as enticement for tourism;                                                   
04                      (C)  that provides or advertises access to or intentionally                                        
05            facilitates the availability of commercial sexual acts; or                                                   
06                      (D)  that provides or advertises access to or intentionally                                        
07            facilitates the availability of sexual acts with persons under 18 years of age that                          
08            would be a crime if occurring in this state.                                                                 
09            (b)  In this section, "commercial sexual act" means any sex act for which                                    
10       anything of value is given to or received by any person.                                                          
11            (c)  Promoting sex tourism is a class C felony.
