00 SENATE CONCURRENT RESOLUTION NO. 8 01 Proposing amendments to the Uniform Rules of the Alaska State Legislature relating to 02 the introduction of measures; and providing for an effective date for the amendments. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04  * Section 1. Rule 37(a), Uniform Rules of the Alaska State Legislature is amended to read: 05 (a) Any member or [,] group of members [, STANDING, SPECIAL, OR 06 JOINT COMMITTEE] may introduce a bill or resolution, subject to the provisions of 07 these Uniform Rules. A measure [BILL] must be introduced, in proper form as 08 approved by the enrolling secretary of the legislature, with the original and three 09 copies delivered to the chief clerk or secretary. The measure [BILL] is then assigned 10 a number that [WHICH] it retains through subsequent changes and substitutions. The 11 measure [BILL] is considered formally introduced when the clerk or secretary reads 12 the heading and title aloud in open session (first reading). Bills may be introduced 13 [THROUGH THE RULES COMMITTEES] by the governor and shall be received  14 as bills carrying the approval of the governor as to policy and budget impact.  15 The governor may submit a statement of purpose and effect with each bill and  16 appear personally or through a representative before any committee considering  01 it. Measures may not be introduced by a committee [AND THE PERMANENT 02 INTERIM COMMITTEES PURSUANT TO PROVISIONS OF LAW]. 03  * Sec. 2. Rule 44, Uniform Rules of the Alaska State Legislature, is repealed. 04  * Sec. 3. This resolution takes effect on the effective date of a bill repealing AS 24.08.060.
