01 "An Act making special appropriations to promote the opening of the Arctic National                                     
02 Wildlife Refuge for oil and gas exploration and development; and providing for an                                       
03 effective date."                                                                                                        
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1.  The uncodified law of the State of Alaska is amended by adding a new section                         
06 to read:                                                                                                                
07       INTENT.  It is the intent of the Alaska State Legislature that Arctic Power coordinate                            
08 with the Alaska Delegation in Congress and the Office of the Governor in the development of                             
09 an educational effort to promote the opening of the Arctic National Wildlife Refuge to oil                              
10 exploration and development.                                                                                            
11    * Sec. 2.  GRANT TO ARCTIC POWER.  (a)  The sum of $1,100,000 is appropriated from                                 
12 the general fund to the Department of Community and Economic Development for payment                                    
13 as a grant under AS 37.05.316 to Arctic Power for education efforts from January 1, 2003,                               
14 until June 30, 2003, inclusive, to open the coastal plain of the Arctic National Wildlife Refuge                        
01 for oil and gas exploration and development.                                                                            
02       (b)  Arctic Power shall submit monthly detailed progress reports of activities and                                
03 expenditures of state funds by the first day of the second month following the month of                                 
04 expenditure to the Alaska Congressional Delegation, the Governor of the State of Alaska, and                            
05 the members of the Alaska State House of Representatives and the Alaska State Senate.                                   
06    * Sec. 3.  GRANT TO NATIVE VILLAGE OF KAKTOVIK.  The sum of $100,000 is                                            
07 appropriated from the general fund to the Department of Community and Economic                                          
08 Development for payment as a grant under AS 37.05.316 to the Native village of Kaktovik for                             
09 support of the education efforts undertaken by Arctic Power to open the coastal plain of the                            
10 Arctic National Wildlife Refuge for oil and gas exploration and development.                                            
11    * Sec. 4.  OFFICE OF THE GOVERNOR.  The sum of $100,000 is appropriated from the                                   
12 general fund to the Office of the Governor for direct support of national efforts to open the                           
13 coastal plain of the Arctic National Wildlife Refuge for oil and gas exploration and                                    
14 development.                                                                                                            
15    * Sec. 5.  The appropriations made by secs. 3 and 4 of this Act lapse June 30, 2007.                               
16    * Sec. 6.  This Act takes effect immediately under AS 01.10.070(c).
