01 "An Act making a special appropriation for a grant to Arctic Power to promote the                                       
02 opening of the Arctic National Wildlife Refuge for oil and gas exploration and                                          
03 development; and providing for an effective date."                                                                      
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1.  GRANT TO ARCTIC POWER.  The sum of $3,100,000 is appropriated from                                   
06 the general fund to the Department of Community and Economic Development for payment                                    
07 as a grant under AS 37.05.316 to Arctic Power for education efforts on or after January 1,                              
08 2003, to open the coastal plain of the Arctic National Wildlife Refuge for oil and gas                                  
09 exploration and development.  The amount appropriated in this section includes $100,000 for                             
10 the participation of the Native Village of Kaktovik in support of the education efforts                                 
11 undertaken by Arctic Power under this section.                                                                          
12    * Sec. 2.  The appropriation made by this Act lapses June 30, 2007.                                                
13    * Sec. 3.  This Act takes effect immediately under AS 01.10.070(c).
