01 "An Act relating to a minimum expenditure for the instruction component in a public                                     
02 school budget; and providing for an effective date."                                                                    
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 14.17.520(a) is amended to read:                                                                  
05            (a)  A district shall budget for and spend a minimum of [70 PERCENT OF] its                                  
06       school operating expenditures in each fiscal year on the instructional component of the                           
07       district budget as follows:                                                                                   
08            School ADM               Required expenditures                                                       
09            Less than 200            70 percent                                                                  
10            At least 200 but less than 301 75 percent                                                            
11            At least 301 but less than 401 80 percent                                                            
12            401 or more              85 percent.                                                                 
13    * Sec. 2.  AS 14.17.520(f) is amended to read:                                                                     
14            (f)  In this section,

02                 (1)  "instructional component" includes expenditures for teachers and                               
03       for pupil support services;                                                                                   
04                 (2)  "school ADM" means the district ADM divided by the number                                      
05       of schools in the district.                                                                                   
06    * Sec. 3.  This Act takes effect July 1, 2003.
