01 "An Act relating to alternative operating budgets for agencies."                                                        
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
03    * Section 1.  AS 37.07 is amended by adding a new section to read:                                                 
04            Sec. 37.07.054.  Alternative agency operating budgets.  (a)  In addition to                                
05       the budget requested under AS 37.07.050, each agency shall prepare an alternative                                 
06       budget for the succeeding fiscal year with total operating expenditures that equal an                             
07       amount that is five percent less than the operating expenditures authorized for the                               
08       agency during the current fiscal year.  The alternative budget must include                                       
09                 (1)  identification of the expenditures that are reduced;                                               
10                 (2)  an explanation of the reasons for the specific reductions selected;                                
11                 (3)  an explanation of the effect that the reductions will have on the                                  
12       plans, programs, or functions of the agency; and                                                                  
13                 (4)  a description of the services that will be provided by the agency                                  
14       under the alternative budget.                                                                                     
15            (b)  The alternative budget shall be submitted by each agency on December 15                                 
01       each year to the office, the legislature, and the legislative finance division.                                   
02    * Sec. 2.  AS 37.07.070 is amended to read:                                                                        
03            Sec. 37.07.070.  Legislative review.  The legislature shall consider the                                   
04       governor's proposed comprehensive operating and capital improvements programs and                                 
05       financial plans, evaluate alternatives to the plans, make program selections among the                            
06       various alternatives and determine, subject to available revenues, the level of funding                           
07       required to support authorized state services.  The operating and capital budgets of                              
08       each agency shall be separately reviewed, and the agency operating budgets shall be                           
09       reviewed together with the alternative budget prepared by each agency under                                   
10       AS 37.07.054.  During each regular session of the legislature, legislative review of the                      
11       governor's supplemental appropriation bills and the governor's budget amendments                                  
12       shall be governed by the following time limits:                                                                   
13                 (1)  Requests by the governor for supplemental appropriations for state                                 
14       agency operating and capital budgets for the current fiscal year may be introduced by                             
15       the rules committee only through the 30th legislative day.                                                        
16                 (2)  Requests by the governor for budget amendments to state agency                                     
17       budgets for the budget fiscal year may be received and reviewed by the finance                                    
18       committees only through the 45th legislative day.
