00 HOUSE BILL NO. 265 01 "An Act relating to issuance of one motor vehicle registration plate." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03  * Section 1. AS 28.10.051(a) is amended to read: 04 (a) The department may suspend or revoke the registration of a vehicle, the 05 certificate of registration or a registration plate [PLATES] for a vehicle, or a special 06 permit when 07 (1) the department determines that the registration or certificate, plate, 08 or permit was fraudulently procured or erroneously issued; 09 (2) the department determines that a registered vehicle is mechanically 10 unsafe to be driven or moved on a highway, vehicular way or area, or other public 11 property in this state and the vehicle has been seized or impounded under 12 AS 28.05.091; 13 (3) a registered vehicle has been scrapped, dismantled, or destroyed 14 beyond repair; 15 (4) the department determines that a required fee or tax has not been 01 paid and the fee or tax is not paid upon reasonable notice and demand; 02 (5) a registration plate, permit, or certificate is knowingly displayed 03 upon a vehicle other than the vehicle for which issued; 04 (6) the department determines that the owner of a vehicle has 05 committed an offense under this chapter involving the registration or the certificate, 06 plate, or permit to be suspended or revoked; 07 (7) the vehicle has been reported to the department as stolen or 08 unlawfully converted; 09 (8) the department is otherwise required to do so under the laws of this 10 state; 11 (9) the department determines that the vehicle owner has violated the 12 requirements of AS 28.10.146 or 28.10.147; 13 (10) the department determines that a repair to a commercial motor 14 vehicle, ordered by the Department of Transportation and Public Facilities or the 15 Department of Public Safety under regulations adopted under AS 19, was not 16 completed after the owner or operator represented to the Department of Transportation 17 and Public Facilities, the Department of Public Safety, or the Department of 18 Administration that the repair had been completed; or 19 (11) the owner or operator of a commercial motor vehicle has placed a 20 commercial motor vehicle back in service after it has been placed out of service by the 21 Department of Transportation and Public Facilities or the Department of Public Safety 22 without having it reinspected as required under regulations adopted under AS 19. 23  * Sec. 2. AS 28.10.091 is amended to read: 24 Sec. 28.10.091. Lost or mutilated certificates of registration or  25 registration plates. If a certificate of registration or a registration plate is lost, stolen, 26 mutilated, or becomes illegible, the owner or legal representative or successor in 27 interest of the owner of the vehicle for which the certificate or plate was issued as 28 shown by the records of the department shall, immediately upon discovering the fact, 29 apply for a duplicate or substitute certificate of registration or registration plate and 30 shall return to the department all parts of the original certificate of registration or 31 registration plate [PLATES] that the applicant possesses. 01  * Sec. 3. AS 28.10.108(g) is amended to read: 02 (g) The department shall issue to the registered owner, upon receipt of the 03 proper application and fees, a registration plate, tab [REGISTRATION PLATES, 04 TABS] and registration form displaying the month and year in which the registration 05 expires. 06  * Sec. 4. AS 28.10.108(h) is amended to read: 07 (h) The department shall mail notice of registration expiration to the registered 08 owner of record at the owner's mailing address as shown in the records of the 09 department. An owner of a vehicle subject to registration who has received notice 10 under this subsection may renew registration of the vehicle by returning the notice 11 form, together with appropriate fees, to the department by mail postmarked no later 12 than the fifth day of the registration renewal period shown upon the vehicle's current 13 registration or notice form. Upon receipt of a timely postmarked registration renewal 14 and the appropriate fees and taxes, the department shall renew the registration and 15 mail the current registration card and registration plate or tab [PLATES OR TABS] 16 to the owner at the owner's mailing address as shown in the department's records. 17  * Sec. 5. AS 28.10.111(b) is amended to read: 18 (b) The department may receive an application for the renewal of vehicle 19 registration and issue a new certificate of registration at any time before the expiration 20 of the biennial registration as prescribed in regulations adopted by the commissioner. 21 Nothing in this section prevents the commissioner from providing for a longer 22 registration period; however, a person may not display the new registration plate 23 [PLATES] on a vehicle before a date which may be set by the commissioner. 24  * Sec. 6. AS 28.10.161(a) is amended to read: 25 (a) Except for a vehicle registered under AS 28.10.152, the department, upon 26 registering a vehicle, shall issue the owner one fully reflectorized registration plate 27 [FOR A TRAILER OR A MOTORCYCLE AND TWO FULLY REFLECTORIZED 28 REGISTRATION PLATES] for the [EVERY OTHER] vehicle. Except as 29 specifically provided in AS 28.10.181, the plate [OR PLATES] must remain with the 30 vehicle as long as the vehicle is subject to registration under this chapter. 31  * Sec. 7. AS 28.10.161(b) is amended to read: 01 (b) Every passenger vehicle registration plate issued by the department after 02 January 1, 1997, except as specifically provided in AS 28.10.181, shall have displayed 03 upon it 04 (1) a design and color commemorating 1994 - 2004 as the decade of 05 the centennial of the gold rush period in the state; in determining the design and color 06 of the registration plate, the commissioner shall consult with the Alaska Gold Rush 07 Centennial Task Force; 08 (2) the registration number assigned to the vehicle for which it is 09 issued; 10 (3) the name of this state, which may be abbreviated; and 11 (4) the registration year number or expiration date for which time it is 12 validated; the registration year number or expiration date may be part of the license 13 plate or contained on a suitable sticker or tab device issued by the department; 14 [HOWEVER, ONLY ONE STICKER OR TAB DEVICE MAY BE ISSUED FOR 15 EACH PAIR OF PLATES AND THE STICKER OR TAB DEVICE MUST BE 16 AFFIXED TO THE REAR PLATE]. 17  * Sec. 8. AS 28.10.171(a) is amended to read: 18 (a) When a [TWO] registration plate is [PLATES ARE] issued for a vehicle, 19 it [THEY] shall be attached to the [VEHICLE FOR WHICH ISSUED, ONE IN 20 FRONT AND THE OTHER IN THE REAR. WHEN ONE REGISTRATION PLATE 21 IS ISSUED, IT SHALL BE ATTACHED TO THE] rear of the vehicle for which 22 issued. 23  * Sec. 9. AS 28.10.181(a) is amended to read: 24 (a) The department shall register unique and special vehicles and vehicles 25 used for special purposes and issue registration plates as provided in this section. 26 Notwithstanding other provisions of this chapter, a registration plate [PLATES] 27 issued under this section remains [REMAIN] with the person or organization to 28 whom it is [THEY ARE] issued when vehicle ownership is transferred or title or 29 interest in the vehicle is assigned, except for a plate [PLATES] issued under (b), (h) 30 and (i) of this section. A registration plate [REGISTRATION PLATES] issued 31 under this section may not be used on, or transferred to, a vehicle other than the 01 vehicle for which the plate is [PLATES ARE] issued without the approval of the 02 department and payment of any required fees and taxes prescribed in AS 28.10.421(d), 03 28.10.431 and 28.10.441; however, if the plate [PLATES] issued under (c), (f) and (j) 04 of this section is [ARE] transferred to a vehicle for which the registration fee is more 05 than the fee for the vehicle from which the plate is [PLATES ARE] transferred, the 06 owner shall pay the difference between the two fees. A registration plate 07 [REGISTRATION PLATES] issued under this section to which a person is no longer 08 entitled or the transfer of the plate [PLATES] to another vehicle that [WHICH] the 09 department does not approve shall be returned immediately to the department by the 10 person or organization to whom the plate was [PLATES WERE] originally issued. 11  * Sec. 10. AS 28.10.181(b) is amended to read: 12 (b) Historic vehicles. The owner of an historic vehicle may make application 13 for special registration under this subsection. The department, when satisfied that the 14 vehicle meets the requirements for historic vehicle registration under regulations 15 adopted by the commissioner, shall register the vehicle and issue one [TWO] 16 permanent registration plate [PLATES] of distinctive design and color bearing no 17 date. A plate issued under this subsection remains [THESE PLATES REMAIN] 18 with the vehicle as long as it is registered under this subsection. Vehicles qualifying 19 for registration under this subsection shall be issued registration plates numbered in a 20 separate numerical series beginning with "Historic Vehicle No. 1." 21  * Sec. 11. AS 28.10.181(c) is amended to read: 22 (c) Special request plates. Upon application by the owner of a passenger 23 vehicle, motorcycle, noncommercial van or pick-up truck, or motor home, the 24 department shall design and issue a registration plate [PLATES] containing a series of 25 not more than six letters or numbers or combination of letters and numbers as 26 requested by the owner. The department may, in its discretion, disapprove the 27 issuance of a registration plate [PLATES] under this subsection when the requested 28 symbols are a duplication of an existing registration or when the symbols are 29 considered unacceptable by the department. 30  * Sec. 12. AS 28.10.181(f) is amended to read: 31 (f) Vehicles owned by elected state officials. The department shall issue a 01 special registration plate [PLATES] to each incumbent elected state official for 02 display on noncommercial motor vehicles owned and driven by the official. The 03 department shall number or design the plate [PLATES] so that registration by an 04 elected state official is indicated upon the plate [PLATES]. The registration plate 05 [PLATES] issued under this subsection remains [REMAIN] with the owner of the 06 vehicle only during the official's term of office. 07  * Sec. 13. AS 28.10.181(h) is amended to read: 08 (h) Vehicles owned by ranchers, farmers, and dairymen. A vehicle not 09 exceeding an unladen total gross weight of 16,000 pounds, owned by a person 10 deriving the person's primary source of livelihood from the operation of a ranch, farm, 11 or dairy where the person resides full-time, and that is used exclusively to transport (1) 12 the person's own ranch, farm, or dairy products, or greenhouse or nursery products, 13 including vegetables, plants, grass seed, sod, or tree seedlings, to and from the market, 14 or (2) supplies, commodities, or equipment to be used on the person's ranch, farm, or 15 dairy, or in the person's greenhouse or nursery, may be registered under this 16 subsection and may be issued a registration plate [PLATES] of a distinctive design or 17 system of numbering. 18  * Sec. 14. AS 28.10.181(i) is amended to read: 19 (i) Amateur mobile radio station vehicles. A validly licensed amateur radio 20 operator who presents satisfactory proof that the owner holds an unexpired Federal 21 Communications Commission amateur radio operator's license of any renewable class, 22 and who presents satisfactory proof that the vehicle contains or carries an amateur 23 radio transmitter and receiving unit of a type applicable to the license class applied for, 24 and who is permitted by law to operate a fixed station, may register one amateur 25 mobile radio station vehicle for each radio license issued by the federal government 26 and may receive for the vehicle a distinctive registration plate [PLATES] instead of a 27 regular registration plate [PLATES]. The number on the plate [PLATES] must be the 28 radio call sign of the owner. 29  * Sec. 15. AS 28.10.181(j) is amended to read: 30 (j) Vehicles owned by dealers. A state-registered and bonded vehicle dealer 31 may apply for a dealer registration plate [PLATES]. A plate issued under this 01 subsection may be used only on dealer-owned vehicles during the routine and normal 02 course of the dealer's business, excluding service vehicles, or for transporting an 03 unregistered vehicle from a port of entry to the dealer's facilities or from one dealer to 04 another or, in the case of a house trailer, from the retail facility to a trailer space. [A 05 VEHICLE PERMITTED TO HAVE DEALER PLATES MUST BE AFFIXED WITH 06 TWO PLATES ISSUED UNDER THIS SUBSECTION.] If the dealer sells or 07 transfers the vehicle, the dealer plate [PLATES] may be used on the vehicle by the 08 new owner or transferee for a period of not more than five days after the sale or 09 transfer. The department may seize the dealer plate [PLATES] if it has reason to 10 believe that the plate is [PLATES ARE] being used to defeat the purposes of, or are in 11 violation of, this chapter. 12  * Sec. 16. AS 28.10.181(l) is amended to read: 13 (l) Vehicles owned by Pearl Harbor survivors and former prisoners of war. 14 The department, upon receipt of written proof, shall issue without charge a special 15 registration plate [PLATES] for one noncommercial motor vehicle to a person who 16 was on active military duty in Pearl Harbor on December 7, 1941, or who has been a 17 prisoner of war during a declared war or other conflict, as determined by the 18 Department of Defense under federal regulations. The design and color of the Pearl 19 Harbor survivor or prisoner of war plates shall be solely within the discretion of the 20 commissioner. 21  * Sec. 17. AS 28.10.181(m) is amended to read: 22 (m) Special request plates for Alaska National Guard personnel. Upon 23 application by the owner of a passenger vehicle, noncommercial van or pick-up truck, 24 or motor home who presents satisfactory proof of current membership in the Alaska 25 National Guard, the department may design and issue a registration plate [PLATES] 26 that identifies [IDENTIFY] the vehicle as registered to a member of the Alaska 27 National Guard. The owner shall return the registration plate [PLATES] to the 28 department within 10 days following discharge from the Alaska National Guard. 29  * Sec. 18. AS 28.10.181(o) is amended to read: 30 (o) Special request university plates. Upon application by the owner of a 31 passenger vehicle, van or pick-up truck, or motor home, the department may design 01 and issue a registration plate [PLATES] representing the University of Alaska 02 Anchorage, University of Alaska Fairbanks, University of Alaska Southeast, or Prince 03 William Sound Community College. The department may disapprove the issuance of 04 a registration plate [PLATES] under this subsection when the requested plate is 05 [PLATES ARE] a duplication of an existing registration. 06  * Sec. 19. AS 28.10.181(p) is amended to read: 07 (p) Vehicles owned by veterans. The department, upon receipt of written 08 proof that the veteran is a sole or joint owner of a noncommercial motor vehicle, shall 09 issue a special registration plate [PLATES] for the noncommercial motor vehicle to a 10 requesting person who is a veteran or retired veteran of the armed forces of the United 11 States. The commissioner, after consulting with the director of the division of 12 veterans affairs, shall determine the design and color of the veteran or retired veteran 13 plate [PLATES]. 14  * Sec. 20. AS 28.10.181(q) is amended to read: 15 (q) Vehicles owned by recipients of the Purple Heart. The department, upon 16 receipt of written proof that the person is the sole or joint owner of a noncommercial 17 motor vehicle, shall issue a special registration plate [PLATES] for the 18 noncommercial motor vehicle to a requesting person who has received the Purple 19 Heart medal awarded for wounds suffered in action against an armed enemy or as a 20 result of the hostile action of an armed enemy. The commissioner, after consulting 21 with the director of the division of veterans affairs, shall determine the design and 22 color of the Purple Heart medal recipient plate [PLATES]. 23  * Sec. 21. AS 28.10.181(r) is amended to read: 24 (r) Special request custom collector plates. Upon application by the owner of 25 a custom collector vehicle, the department may design and issue a registration plate 26 [PLATES] appropriate for custom collector vehicles. The department may disapprove 27 the issuance of a registration plate [PLATES] under this subsection when the 28 requested plate is [PLATES ARE] a duplication of an existing registration. 29  * Sec. 22. AS 28.10.181(s) is amended to read: 30 (s) Special request dog mushing plates. Upon application by the owner of a 31 passenger vehicle, van or pick-up truck, or motor home, the department may design 01 and issue a registration plate [PLATES] representing the sport of dog mushing in the 02 state. The department may disapprove the issuance of a registration plate [PLATES] 03 under this subsection when the requested plate is [PLATES ARE] a duplication of an 04 existing registration. 05  * Sec. 23. AS 28.10.181(t) is amended to read: 06 (t) Special request Alaska children's trust plates. Upon application by the 07 owner of a passenger vehicle, noncommercial van or pick-up truck, or motor home, 08 the department may design and issue a registration plate [PLATES] representing the 09 Alaska children's trust under AS 37.14.200. The department may disapprove the 10 issuance of a registration plate [PLATES] under this subsection when the requested 11 plate is [PLATES ARE] a duplication of an existing registration. 12  * Sec. 24. AS 28.10.181(u) is amended to read: 13 (u) Special request plates commemorating the arts. Upon application by the 14 owner of a passenger vehicle, van or pick-up truck, or motor home, the department 15 may issue a registration plate [PLATES] commemorating the arts. The 16 commissioner, after consulting with the Alaska State Council on the Arts, shall 17 determine the design and color of a plate [PLATES] commemorating the arts. The 18 department may disapprove the issuance of a registration plate [PLATES] under this 19 subsection when the requested plate is [PLATES ARE] a duplication of an existing 20 registration. 21  * Sec. 25. AS 28.10.271(a) is amended to read: 22 (a) When the owner of a registered vehicle transfers or assigns the owner's 23 title or interest in the vehicle, the registration of the vehicle expires; however, the 24 registration plate remains [PLATES REMAIN] on the vehicle except as otherwise 25 provided in AS 28.10.181. 26  * Sec. 26. AS 28.10.271(d) is amended to read: 27 (d) An emissions inspection and maintenance certificate 28 (1) shall be obtained when ownership of a vehicle subject to 29 registration under this chapter is transferred if the 30 (A) transferee resides in an area designated by the Department 31 of Environmental Conservation as an emissions inspection and maintenance 01 area; 02 (B) vehicle was manufactured in 1987 or earlier; 03 (C) vehicle would be subject to an emissions inspection and 04 maintenance program; and 05 (D) vehicle has not been inspected for emissions or the existing 06 emissions inspection and maintenance certificate is more than 12 months old; 07 (2) need not be obtained under (1) of this subsection if, when 08 ownership of vehicle is transferred, 09 (A) the transferor surrenders the vehicle's registration plate 10 [PLATES] and all evidence of registration in the transferor's possession or 11 control to the department; or 12 (B) the vehicle has a valid, existing emissions inspection and 13 maintenance program seasonal waiver and the purchaser signs a seasonal 14 waiver transfer acknowledgment form approved by the department. 15  * Sec. 27. AS 28.10.281(b) is amended to read: 16 (b) A vehicle transferred to a dealer may not be driven unless it is reregistered 17 under this chapter or is driven under a dealer registration plate [PLATES] issued 18 under AS 28.10.181(j). 19  * Sec. 28. AS 28.10.331 is amended to read: 20 Sec. 28.10.331. Department to issue new certificates of title and  21 registration. The department, upon receipt of the certificate of title properly 22 endorsed, the certificate of registration, the registration plate [PLATES], if any, the 23 application for new title and registration, and all required fees and taxes, shall issue a 24 certificate of title and a certificate of registration to the transferee or the lienholder 25 lawfully entitled to the certificates. 26  * Sec. 29. AS 28.10.351 is amended to read: 27 Sec. 28.10.351. Dismantling or wrecking vehicle. A person who dismantles, 28 scraps, or destroys a registered vehicle shall immediately forward to the department 29 the certificates of title and registration and the registration plate [PLATES] for the 30 vehicle. 31  * Sec. 30. AS 28.10.421(d) is amended to read: 01 (d) The special registration fees under this subsection are imposed biennially, 02 unless otherwise specified, for 03 (1) an historic vehicle, one time only upon initial registration under 04 AS 28.10.181 ..................................................................................................... 05 (2) special request plates for 06 (A) Alaska National Guard personnel ............................... $30; 07 (B) veterans or retired veterans ......................................... $30; 08 (C) recipients of the Purple Heart ...................................... $30; 09 (D) owners of custom collection vehicles ......................... $50; 10 (E) other special request plates .......................................... $30; 11 plus the fee required for that vehicle under (b) of this section; the fee required by this 12 paragraph shall be collected only on the first issuance and on the replacement of a 13 special request plate [PLATES]; 14 (3) a vehicle owned by a disabled veteran or other handicapped person, 15 and registered under AS 28.10.181 or a resident 65 years of age or older who files a 16 written application for an exemption on a form prescribed by the department .... none; 17 (4) a vehicle owned by the state .................................................. none; 18 (5) a vehicle owned by an elected state official..........................the fee 19 required for that vehicle under (b) of this section; 20 (6) a vehicle owned by a rancher, farmer, or dairyman and registered 21 under AS 28.10.181 ............................................................................................... 22 (7) a snowmobile or off-highway vehicle ..................................... $10; 23 (8) an amateur mobile radio station vehicle, 24 (A) with a transceiver capable of less than 5-band operation 25 ............................................................................................................. 26 required for that vehicle under (b) or (c) of this section; 27 (B) in recognition of service to the public a mobile amateur 28 radio station owned by an amateur with general class or higher license, 29 provided the station must be satisfactorily proved capable of operating on at 30 least five bands from 160 through 10 meters, must have an antenna, and must 31 have a power supply and wiring as a permanent part of the vehicle; the 01 transmitting unit may be removed from the car for service or dry storage 02 ............................................................................................................. 03 for a mobile amateur radio station vehicle included in (b) (1) or (2) of this 04 section; 05 (9) dealer registration plates 06 (A) the initial plate [SET OF PLATES] ........................... $88; 07 (B) each subsequent plate [SET OF PLATES] ................. $50; 08 (10) a vehicle owned by a municipality or charitable organization 09 meeting the requirements of AS 28.10.181(e) ........................................................ $10; 10 (11) a vehicle owned by a Pearl Harbor survivor or a former prisoner 11 of war ........................................................................................................... 12 (12) special request university plates ............................................. $50 13 plus the fee required for that vehicle under (b)(1) or (2) of this section; the fee required 14 by this paragraph shall be collected only on the first issuance and on the replacement 15 of a special request plate [PLATES]; the commissioner of administration shall 16 separately account by university campus designation for the fees received under this 17 paragraph that the department deposits in the general fund; the annual estimated 18 balance in the accounts that is in excess of the cost of issuing special request 19 university plates may be appropriated by the legislature for the support of programs at 20 each campus; 21 (13) special request dog mushing plates ......................................... $50 22 plus the fee required for that vehicle under (b)(1) or (2) of this section; the fee required 23 by this paragraph shall be collected only on the first issuance and on the replacement 24 of a special request plate [PLATES]; the commissioner of administration shall 25 separately account for the fees received under this paragraph that the department 26 deposits in the general fund; notwithstanding (g) of this section, the annual estimated 27 balance in the account that is in excess of the cost of issuing special request plates may 28 be appropriated by the legislature for the support of programs benefiting dog mushing. 29 (14) special request Alaska children's trust plates ........................ $100 30 plus the fee required for that vehicle under (b)(1) or (2) of this section; the fee required 31 by this paragraph shall be collected only on the first issuance and the replacement of a 01 special request plate [PLATES]; the commissioner of administration shall separately 02 account for the fees received under this paragraph that the department deposits in the 03 general fund; notwithstanding (g) of this section, the annual estimated balance in the 04 account that is in excess of the cost of issuing special request plates may be 05 appropriated by the legislature into the principal of the Alaska children's trust under 06 AS 37.14.200. 07 (15) special request plates commemorating the arts ..................... $150 08 plus the fee required for that vehicle under (b)(1) or (2) of this section; the fee required 09 by this paragraph shall be collected biennially in the same manner as the fee required 10 under (b)(1) or (2) of this section; the commissioner of administration shall separately 11 account for the fees received under this paragraph that the department deposits in the 12 general fund; notwithstanding (g) of this section, the annual estimated balance in the 13 account that is in excess of the cost of issuing special request plates may be 14 appropriated by the legislature for the support of programs benefiting the arts. 15  * Sec. 31. AS 28.10.421(f) is amended to read: 16 (f) In addition to the fees imposed under (b) and (d) of this section, the 17 following special biennial registration fee is imposed upon renewal of registration for 18 a passenger vehicle, motor home, pick-up truck, or a van with a special request Winter 19 Olympics commemorative plate [PLATES] ...........................................................$60. 20  * Sec. 32. AS 28.10.441 is amended to read: 21 Sec. 28.10.441. Schedule of other fees and charges. The following fees and 22 charges are imposed by the department for the stated services which it provides: 23 (1) title fee, including transfer of title ............................................ $ 5; 24 (2) lien filing fee ............................................................................. $ 5; 25 (3) replacement of any registration plate [SET], including a special 26 request plate [PLATES] ....................................................................................... 27 (4) duplicate of original certificate of title ..................................... $ 5; 28 (5) duplicate of certificate of registration ....................................... $ 2; 29 (6) temporary preregistration permit issued under AS 28.10.031 30 .................................................................................................................. 31 (7) special transport permit issued under AS 28.10.151 ................ $ 5; 01 (8) special permit for vehicle used for transport of disabled or 02 handicapped person issued under AS 28.10.495 .................................................. none. 03  * Sec. 33. AS 28.10.461 is amended to read: 04 Sec. 28.10.461. Driving vehicle without evidence of registration. Except as 05 otherwise expressly permitted in this chapter, a person may not drive or move, nor 06 may an owner knowingly permit to be driven or moved, on a highway or vehicular 07 way or area, a vehicle required to be registered under this chapter unless a valid 08 registration plate, decal, or permit [PLATES, DECALS, OR PERMITS] for the 09 current registration period is [ARE] attached to and displayed on the vehicle in the 10 manner required by this chapter, and unless a valid certificate of registration for the 11 current registration period is carried, as required by this chapter, in the vehicle and is 12 available for inspection by a peace officer or an authorized representative of the 13 Department of Public Safety. 14  * Sec. 34. The uncodified law of the State of Alaska is amended by adding a new section to 15 read: 16 TRANSITION. This Act applies to a person upon issuance or renewal of motor 17 vehicle registration under AS 28.10.108 or 28.10.111.
