00 CS FOR SENATE JOINT RESOLUTION NO. 11(FIN) 01 Urging the Congress of the United States to provide federal education funds as 02 a block grant to the state. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS the federal government provides funding for education to the states; and 05 WHEREAS the State of Alaska is a better judge of how to use federal funding to meet 06 the education needs in the State of Alaska; and 07 WHEREAS the use of a block grant system is a method that maximizes control by 08 the states and local communities; and 09 WHEREAS the block grant system has proven successful in other areas such as 10 welfare funding; and 11 WHEREAS, in the 106th Congress, the United States House of Representatives is 12 considering H.R. 2 and the United States Senate is considering S. 280, which would revise 13 federal education funding to the states; 14 BE IT RESOLVED that the Alaska State Legislature urges the United States Congress 01 to adopt a block grant system for distributing education funding to the states that allows the 02 states maximum flexibility in the use of education funds. 03 COPIES of this resolution shall be sent to the Honorable Richard W. Riley, Secretary 04 of the U.S. Department of Education; and to the Honorable Ted Stevens and the Honorable 05 Frank Murkowski, U.S. Senators, and the Honorable Don Young, U.S. Representative, 06 members of the Alaska delegation in Congress.
