01 "An Act relating to cost-of-living adjustments to state employee compensation; and                                      
02 providing for an effective date."                                                                                       
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 39.27.011(f) is amended to read:                                                                    
05  (f)  Effective July 1, 1997, and subject to funding by the legislature, the                                         
06 amounts set out in the salary schedule contained in (a) of this section, as increased                                   
07 under (e) of this section, are increased by the lesser of                                                               
08   (1)  1.5 percent; or                                                                                                 
09   (2)  one-half of the percentage increase in the United States Department                                             
10 of Labor, Bureau of Labor Statistics, consumer price index for all urban consumers for                                  
11 Anchorage, Alaska, from the second half of 1995 to the second half of 1996.                                             
12    * Sec. 2.  AS 39.27.011(g) is amended to read:                                                                       
13  (g)  Effective July 1, 1998, and subject to funding by the legislature, the                                         
14 amounts set out in the salary schedule contained in (a) of this section, as increased                                   
01 under (e) and (f) of this section, are increased by the lesser of                                                       
02   (1)  1.5 percent; or                                                                                                 
03   (2)  one-half of the percentage increase in the United States Department                                             
04 of Labor, Bureau of Labor Statistics, consumer price index for all urban consumers for                                  
05 Anchorage, Alaska, from the second half of 1996 to the second half of 1997.                                             
06    * Sec. 3.  Section 36, ch. 4, FSSLA 1996, is amended to read:                                                        
07  Sec. 36.  SALARY ADJUSTMENTS FOR CERTAIN EXEMPT EMPLOYEES                                                             
08 OF THE EXECUTIVE BRANCH.  Permanent and temporary employees of the                                                      
09 executive branch who are in the exempt service under AS 39.25, who are not members                                      
10 of a collective bargaining unit established under the Public Employment Relations Act                                   
11 (AS 23.40), and who are not otherwise covered by AS 39.27.011(a), are entitled to                                       
12 receive salary adjustments comparable to those received by the classified and partially                                 
13 exempt employees of the executive branch under AS 39.27.011(e) - (g) [,                                                 
14 AS ENACTED BY SEC. 11 OF THIS ACT].                                                                                     
15    * Sec. 4.  Section 38(b), ch. 4, FSSLA 1996, is amended to read:                                                     
16  (b)  On July 1, 1997, and July 1, 1998, permanent and temporary employees                                             
17 of the judicial branch, other than justices and judges, who are not members of a                                        
18 collective bargaining unit are entitled to receive salary adjustments comparable to those                               
19 received by the classified and partially exempt employees of the executive branch                                       
20 under AS 39.27.011(f) - (g) [, AS ENACTED BY SEC. 11 OF THIS ACT].                                                      
21    * Sec. 5.  Section 41, ch. 4, FSSLA 1996, is amended to read:                                                        
22  Sec. 41.  SALARY INCREASES FOR LEGISLATIVE BRANCH                                                                     
23 EMPLOYEES.  Employees of the legislative branch of state government who are not                                         
24 otherwise subject to AS 39.27.011, other than legislators, are entitled to receive salary                               
25 adjustments comparable to those received by the classified and partially exempt                                         
26 employees of the executive branch under AS 39.27.011(e) - (g) [, AS ENACTED BY                                          
27 SEC. 11 OF THIS ACT].                                                                                                   
28    * Sec. 6.  This Act takes effect immediately under AS 01.10.070(c).
