00 SENATE CS FOR CS FOR HOUSE BILL NO. 224(L&C) 01 "An Act relating to the state plumbing code." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 18.56.300(e)(3) is amended to read: 04  (3) "state building code" means 05  (A) for building standards, the standards set out in the version 06 of the Uniform Building Code adopted by the Department of Public Safety 07 under AS 18.70.080, including the provisions of that code applicable to 08 buildings used for residential purposes containing fewer than four dwelling 09 units, notwithstanding the exclusion of those buildings from the Department of 10 Public Safety's jurisdiction made by AS 18.70.080(a)(2); 11  (B) for mechanical standards, the standards set out in the 12 version of the Uniform Mechanical Code adopted by the Department of Public 13 Safety under AS 18.70.080, including the provisions of that code applicable to 14 buildings used for residential purposes containing fewer than four dwelling 01 units, notwithstanding the exclusion of those buildings from the Department of 02 Public Safety's jurisdiction made by AS 18.70.080(a)(2); 03  (C) for plumbing standards, the [PUBLICATIONS 04 IDENTIFIED AS THE] minimum plumbing code adopted for the state under 05 AS 18.60.705; and 06  (D) for electrical standards, the minimum electrical standards 07 prescribed by AS 18.60.580. 08 * Sec. 2. AS 18.60.705(a) is repealed and reenacted to read: 09  (a) Except as provided otherwise in this section, the following publications are 10 adopted as the minimum plumbing code for the state: 11  (1) paragraphs 101.3 - 101.5.6, 103.5.1.1 - 103.5.1.4, 103.5.3 - 12 103.5.3.7, 103.5.4.2, 103.5.5.1 - 103.5.5.2, 103.5.6.1 - 103.5.6.3, and 103.8 - 103.8.2 13 of chapter 1, chapters 2 - 14, and the appendices of the 1994 edition of the Uniform 14 Plumbing Code published by the International Association of Plumbing and 15 Mechanical Officials and adopted at the 64th annual conference, September 1993; 16  (2) the 1994 edition of the Uniform Swimming Pool, Spa, and Hot Tub 17 Code published by the International Association of Plumbing and Mechanical Officials 18 and adopted at the 64th annual conference, September 1993, excluding pages 1 - 8 of 19 Part I, Administration; and 20  (3) the 1994 edition of the Uniform Solar Energy Code published by 21 the International Association of Plumbing and Mechanical Officials and adopted at the 22 64th annual conference, September 1993, excluding pages 1 - 7 of Part I, 23 Administration. 24 * Sec. 3. AS 18.60.705 is amended by adding a new subsection to read: 25  (c) Notwithstanding (a) of this section, a single-wall heat exchanger may be 26 used if 27  (1) the heat transfer medium is water type or propylene type glycol; 28  (2) the pressure of the heat transfer medium is limited to a maximum 29 of 30 pounds per square inch by an approved safety relief valve; and 30  (3) the heat exchanger is prominently and permanently labeled with 31 instructions concerning (1) and (2) of this subsection. 01 * Sec. 4. AS 18.60.740(1) is amended to read: 02  (1) "code" means the code adopted under AS 18.60.705 03 [AS 18.60.705(a) AS AMENDED BY AS 18.60.705(b)]; 04 * Sec. 5. AS 18.62.070 is amended to read: 05  Sec. 18.62.070. PERSONS REQUIRED TO OBTAIN CERTIFICATE. A 06 person engaged in one of the following trades shall first obtain from the department 07 the appropriate certificate of fitness in that trade: 08  (1) electrical wiring subject to the standards established in 09 AS 18.60.580; and 10  (2) plumbing subject to the uniform plumbing code; in this paragraph, 11 "uniform plumbing code" means the [PUBLICATIONS IDENTIFIED AS THE] 12 minimum plumbing code adopted for the state under AS 18.60.705.
