00 HOUSE BILL NO. 15                                                                                                       
01 "An Act authorizing disclosure from court records of the name, address, and                                             
02 picture of, and other information about, certain minors for whom a delinquency                                          
03 petition is filed."                                                                                                     
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1.  AS 47.10.090(d) is amended to read:                                                                    
06  (d)  The name or picture of a minor under the jurisdiction of the court may not                                       
07 be made public in connection with the minor's status as                                                                 
08   (1)   [A DELINQUENT CHILD OR] a child in need of aid unless                                                        
09 authorized by order of the court; or                                                                                   
10   (2)  a delinquent minor unless authorized by order of the court;                                                     
11 however, unless the  court, at the time of the filing of a delinquency petition                                         
12 under AS 47.10.020(a)(2), for good cause shown in certain individual cases, enters                                      
13 an order prohibiting the disclosure, the name and address, a picture of the minor,                                      
14 if available,  and the criminal law that the minor is accused of violating shall be                                     
01 made public if                                                                                                          
02   (A)   a delinquency petition is filed under AS 47.10.020(a)(2)                                                      
03 for the minor;                                                                                                          
04   (B)   the minor has been previously adjudicated a delinquent;                                                       
05 and                                                                                                                     
06   (C)   both the previous adjudication of delinquency  and the                                                        
07 current delinquency petition are the result of offenses that,  if committed                                             
08 by an adult, would be  felonies.
