00 SENATE RESOLUTION NO. 6 01 Relating to the monetary terms of the Public Safety Unit arbitration. 02 BE IT RESOLVED BY THE SENATE: 03 WHEREAS the legislature has declared that it is the public policy of the state to 04 promote harmonious and cooperative relations between government and its employees; and 05 WHEREAS the legislature has declared that it is the public policy of the state to 06 protect the public by assuring effective and orderly operations of government; and 07 WHEREAS the legislature has been presented with the monetary terms of the 08 arbitrator's award to the Public Safety Employees Association bargaining unit of state 09 employees; and 10 WHEREAS it is the duty of the legislature to consider and approve or disapprove the 11 terms of the arbitrator's award; and 12 WHEREAS the wages, hours, and terms and conditions of employment awarded by 13 the arbitrator are excessive when compared to those voluntarily agreed to by other state 14 employee organizations; and 01 WHEREAS the Senate finds that the costs associated with the arbitrator's award do 02 not adequately balance the interests of the employees with those of the public; and 03 WHEREAS the Senate finds that it is not consistent with public policy as expressed 04 in the Public Employment Relations Act to implement the nonmonetary terms alone; 05 BE IT RESOLVED that the Senate disapproves the monetary terms of the arbitrator's 06 award and requests that the state and the Public Safety Employees Association reenter 07 negotiations to arrive at an agreement that adequately balances the interests of the public and 08 the employees; and be it 09 FURTHER RESOLVED that the Senate will not consider a separate appropriation 10 item for the increased cost of the monetary terms of the arbitrator's award and the negotiated 11 agreements between the state and the Public Safety Employees Association; and be it 12 FURTHER RESOLVED that the State of Alaska may not use money appropriated 13 for personal services to implement the negotiated or awarded increase to the cost of monetary 14 terms under the collective bargaining agreement.
