00 SENATE RESOLUTION NO. 4                                                                                                 
01 Requesting the federal government to reduce automobile emissions inspections in                                         
02 Alaska to every two years.                                                                                              
03 BE IT RESOLVED BY THE SENATE:                                                                                           
04  WHEREAS the federal government requires that the State of Alaska establish annual                                      
05 automobile emissions inspection programs in certain areas of Alaska; and                                                
06  WHEREAS annual automobile emissions inspections impose a substantial cost burden                                       
07 on automobile owners; and                                                                                               
08  WHEREAS some states have programs that require automobile emissions inspections                                        
09 every two years; and                                                                                                    
10  WHEREAS conducting automobile emissions inspections every two years would                                              
11 achieve substantial cost savings for automobile owners in the state; and                                                
12  WHEREAS biennial automobile emissions inspections would reduce the administrative                                      
13 burden on the state, local governments, and citizens of Alaska; and                                                     
14  WHEREAS requiring automobile emissions inspections every two years would still                                         
01 provide adequate air pollution control;                                                                                 
02  BE IT RESOLVED that the Alaska State Senate respectfully requests the federal                                          
03 government to allow the State of Alaska to require automobile emissions inspections every                               
04 two years in those areas where automobile emissions inspection programs must be established.                            
05  COPIES of this resolution shall be sent to the Honorable Al Gore, Jr., Vice-President                                  
06 of the United States and President of the U.S. Senate; the Honorable Carol M. Browner,                                  
07 Administrator, Environmental Protection Agency; the Honorable Robert C. Byrd, President Pro                             
08 Tempore of the U.S. Senate; the Honorable Thomas S. Foley, Speaker of the U.S. House of                                 
09 Representatives; and to the Honorable Ted Stevens and the Honorable Frank Murkowski, U.S.                               
10 Senators, and the Honorable Don Young, U.S. Representative, members of the Alaska                                       
11 delegation in Congress.
