01 "An Act relating to admissions to the Alaska Pioneers' Home from persons who                                            
02 are on waiting lists."                                                                                                  
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 47.55 is amended by adding a new section to read:                                                   
05  Sec. 47.55.032.  ADMISSION FROM WAITING LISTS.  (a)  The Department                                                   
06 of Administration shall adopt regulations under which the name of a person who is                                       
07 found eligible for admission to the Pioneers' Home, but for whom no space exists at                                     
08 the time eligibility is determined at a site designated by the person in the person's                                   
09 application for admission, shall be placed on a waiting list for admission to one of the                                
10 designated sites when space permits.                                                                                    
11  (b)  A person whose name is on a waiting list established under (a) of this                                           
12 section may refuse admission to a designated site where space becomes available.                                        
13 Except as provided in (c) of this section, upon a person's refusal to accept admission                                  
14 to a site that was designated by the person in the person's application for admission,                                  
01 the person's name shall be placed on the waiting list for that site at a point where 25                                 
02 percent of the names on the waiting list are above the person's name.   If the number                                   
03 of names on a waiting list is not divisible by four, the name of a person refusing                                      
04 admission shall be placed on the list at a point that is as close to the 25th percentile                                
05 as possible.                                                                                                            
06  (c)  Notwithstanding (b) of this section, the third time, and any subsequent time                                     
07 after the third time, that a person refuses admission to a site designated by the person                                
08 in the person's application for admission, the person's name shall be placed at the                                     
09 bottom of the waiting list for that site.                                                                               
10  (d)  Refusal to accept admittance to one site of the Pioneers' Home does not                                          
11 affect the placement of a person's name on the waiting list for another site.                                           
12   * Sec. 2.  APPLICABILITY.  This Act applies to offers of admission to the Pioneers' Home                              
13 that are made by the Department of Administration on or after the effective date of this Act                            
14 to persons whose names are on waiting lists that were established before or after the effective                         
15 date of this Act.
