Title "An Act relating to the penalty for the consumption or possession of alcoholic beverages by persons under 21 years of age, to the issuance, suspension, limitation, revocation, and reinstatement of drivers' licenses, permits, or privileges to drive concerning alcohol-related offenses, to youth assessment and referral programs for minor drivers, and to alcohol information courses for driver improvement and for reduction of points assessed for violation of traffic laws; and relating to the use of money collected from fines imposed for the offenses of possession, control, or consumption of alcoholic beverages by persons under 21 years of age that are punishable as violations."
